Dressed in a ranger's hat, belted blue jeans, and carrying a shovel, he has been the recognized wildfire prevention symbol since 1944. Today, Smokey Bear is a highly recognized advertising symbol and is protected by Federal law (PL 82-359, as amended by PL 92- 318). He even has his own private zip code 20252. To understand how Smokey Bear became associated with wildfire prevention, we must go back to World War II. On December 7, 1941, Japanese planes attacked Pearl Harbor. The following spring, in 1942, a Japanese submarine surfaced near the coast of Southern California and fired a salvo of shells that exploded on an oil field near Santa Barbara, very close to the Los Padres National Forest. The crisis was precipitated by the shootings of nine unarmed civilians on May 8 in the central city of Huế who were protesting a ban of the Buddhist flag. The crisis ended with a coup in November 1963 by the Army of the Republic of Vietnam, and the arrest and assassination of President Ngô Đình Diệm on November 2, 1963. In South Vietnam, a country where the Buddhist majority was estimated to comprise between 70 and 90 percent of the population in 1963, President Ngô Đình Diệm's pro-Catholic policies antagonized many Buddhists. The committee's chief counsel, G. Robert Blakey, aired the theory to begin what proved to be a long and rancorous hearing with Ray's fast-talking younger brother, Jerry, as the only witness. Testifying under a court-ordered grant of immunity which he invoked only once, Jerry Ray, 43, and his two lawyers repeatedly denounced the allegations and accused the committee, in turn, of a variety of unfair tactics.
